2011 kicks off a raft of new laws in California

Assembly Bill 1871 will protect car owners who allow their vehicles to be used in a car-sharing pool by ensuring that it won’t invalidate their auto insurance coverage.

AB 1500 extends the ability of drivers of electric and natural gas vehicles to use freeway carpool, or high-occupancy vehicle lanes.

AB 1224 allows the Los Angeles County Metropolitan Transportation Agency to establish pilot high-occupancy toll lanes on selected Los Angeles County freeways. Under the arrangement, single drivers could buy a permit that would allow them to drive in carpool lanes and be charged for the privilege.

AB 1952 closes a loophole that allowed certain holders of a motorcycle driver’s instruction permit to drive on the roads before completing a 15-hour training safety course. Motorcycle drivers under 21 will now have to complete the training course before receiving an instruction permit and will then have to wait six months before applying for a regular motorcycle driver’s license.

SB 949 will require local police officers who cite drivers for traffic violations to issue the citations under the state Vehicle Code, ending the growing practice of citing motorists ....
