Flood insurance unpredictability sinks real estate

Pending bill proposes a five-year extension of coverage; other reforms for insurance woes are in the works. Sacramento Business Journal - by Robert Celaschi, Correspondent

In large swaths of Sacramento County, no homebuyer can get a mortgage without flood insurance. It sounds like a captive market, but standard home insurance policies don’t cover floods.

Flood insurance literally takes an act of Congress.

For the past few years, Congress has been reluctant to keep flood insurance available for more than a few months at a stretch. Several times in the past year, including the entire month of June 2010, there was no flood insurance available at all. The National Association of Realtors estimated that about 1,400 real estate transactions a day were stalled during the lapse.
