Sacramento's flood-threatened Natomas basin will meet the coming winter with some of the strongest levees in California, thanks to two solid years of earnest earthmoving.
But the job is far from done. A major portion of levee work in federal hands could take years longer to complete than anticipated. As a result, a mandatory flood insurance requirement affecting the 80,000 residents of the basin could remain in place until at least 2014.
