Should Californians hike vehicle fee to help pay for state parks?

THE ISSUE: Voters on Nov. 2 will have a chance to decide Prop. 21, which would add an $18 annual surcharge to the state's vehicle license fee and give motorists free day-use access to state parks. The additional fee would result in a $250 million funding boost for state parks maintenance and operation. Good idea or yet another tax?
